Listening to 198 now and on the question about kicking out parents or whole families from a unit, the key to keep in mind is that only council can kick someone out of Scouts altogether.  You can remove someone from your charter but even that can ONLY be done by the Chartered Organization Representative.  If you're having an ongoing issue where it isn't one specific thing but a youth or adult (or the youth's non-registered adult) are causing problems, it is within the right of the Den Leader (if it's a den issue) or the Cubmaster (if a pack issue) to ask that person to leave for the meeting.  If it's a registered youth or a registered leader though to ask them to not come back at all takes an act of the Chartered Organization Rep.  They have to inform the person, and council, that they are removed from the charter but are welcome to pursue scouting through one of the other units in their area.

If it's a parent who isn't a leader, the Committee (and I'd say even the Cubmaster or the Den Leader if a den issue) can say, "Hey, boy x is welcome to be here but you aren't."  Just keep in mind that a Tiger Adult Partner is a chartered member of the unit so it doesn't work like that for Tigers (unless it's an adult or sibling who isn't registered).

Scott, do you happen to have a link or a source for this from National? It's not that I doubt you. What you say is pretty much what I assumed. I just like looking at the actual documentation for something like this. I have been unable to find anything official myself. I've found plenty of Troops/Packs that state things like this in their unit policies, but nothing from National itself. Thanks, Rob.

It's darn near impossible it seems to obtain a copy of national's bylaws but one of the things I always teach (and that I learned) in my training courses for new leaders is that the Chartered Organization owns the unit and they alone have the sole authority to remove someone from their unit, but only council can remove someone from the BSA altogether and it usually takes a very serious infraction (violates Youth Protection policies causing harm to a Scout / gets arrested and sent to jail / etc.) to get that done.

I just got off the phone with my DE (we talk several times a week) and he said that the policy is in writing but he only has a hardcopy.  It is in the big 3-ring binder of material that a scouting professional receives when they head to Texas for their 2 weeks of training after finishing their probationary time.

He is going to see if he can locate it and make me a copy.  If he gets me a copy, I'll scan and email to Chris (since we can't upload pdf files here on the forums).

I tried to follow-up with my DE about this, and he was unable to locate it.  He said the "binder" among other things includes a copy of every single handbook and manual you can buy at the Scout Shop, so it's a pretty big jumble of information.  He did say if he comes across it he'll get me a copy, but I wouldn't hold my breath or anything waiting for it. :)
