I dislike the idea of replacing the trained patch with making the position patches restricted. There's a few reasons why but the biggest one is how are parents going to know what that leader's position is without the position patch? Would the suggestion be to do the same at youth positions within the troop? I'm not a fan, thumbs down on this one.
The youth protection renewal notice idea is great but I think it would be better to instead of emailing the specific leaders to do that and possibly send a list to the Committee Chair on a periodic basis that they could pass along to the Pack Trainer (or equivalent in the Troop or Crew). Council can already pull down a "trained" or "untrained" for a district or a unit, it should not be too difficult to have the feedback not just going to the leader whose training is going to lapse but also to the people in the unit who are responsible for making sure that doesn't happen.

You talked about units and banking….one comment that I wanted to make:
As a Scout Shop employee I've dealt with alot of units that have debit cards. I thought, when I first figured this out, it was a GREAT idea! These are units that are located HOURS away from the shop and it's just not convenient for them to come in in person. BUT, having the debit card means that no one has to put the Pack purchases on their personal card which makes it way easier for everyone! Yes, it does add a piece of temptation to those who carry it, but no more than having a check book in their pocket.
When dealing with money there is ALWAYS a temptation no matter what form it is. But, for bookkeeping purposes having a card to put everything on is WAY easier than dealing with dozens of receipts.
Also, the Trick or Treating labels idea… I had that idea 2 years ago!! The unit that I gave it to blew it off and are on the verge of folding. We're going to try it at our house this year!!!

Not in favor of dropping trained patch. I'm in favor of modifying the trained patch. To signify which level or which position it is for.
How about we use the epaulet colors and up to a 4 character code for each position.
So Cub master would have a blue border and "CM Trained" Instead of just trained.
Assistant scout master would be green with ASM trained. ETC…
You could only buy the patches when you showed a scoutnet report that proved your qualifications.

Can I just clarify what "trained" means
See in the UK you go through appointments, which gives you your appointment (scout leader, cub scout leader, ACC etc.) you then have one year to complete the associated Woodbadge training.
I currently hold a woodbadge for my SL position and I have almost completed the Woodbadge for my ACC position (all be it I don't get a second wood badge just a second certificate.)
the sign of being "trained" or having completed the require UK scouting modules for the role in the UK is the Woodbadge beads hanging round a persons neck.
My understanding is that your Trained Badge is similar to our Woodbadge

I venture to say yes, Chris. One of the issues is the trained patch is not really under any control. You walk into the Scout shop and pick up two or three. No one ever asks you anything.
In the states the woodbadge course is "higher education" for scouters. We have course work over two weekends or sometimes 6 days. We are assigned a troop guide to verify our ticket has been worked. Only after both are completed do we get the beads, woggle, and taupe kercheif. The woodbadge regalia is under strict control. If we loose a piece of the regalia we have to show proof of completion, blood samples, submit to interrogation, etc…

That's the same with us as well. If you want a new set of beads or a Gilwell necker, when you place the order you have to give your Wood Badge number so that you can be checked as a verified Wood Badge holder. That's the way it ought to be really!

My understanding the the Woodbadge even in the US is controlled, ultimately, via Gillwell Park after all on completion you become a member of 1st Gillwell this the Gillwell Knecker and Woggle.
and Nick is is KNECKER you should know better

Several years ago when we had issues with leadership and bank accounts, we did, in fact, use committee minutes to remove two signers on the bank account and to add two different committee members. I believe we had to have 3 committee member signatures on the meeting minutes.

Rethought my position. Just place the dern things under control. If they can restrict access to the year of Celebration ribbons they can certainly restrict access to the trained patch.

I agree. They should have been restricting access to the trained patch from the get go. In our council after someone takes the classroom training courses for their position we give them the trained patch, but anyone can go into the scout shop and buy more. The theory is "A Scout is Trustworthy" and surely adults wouldn't buy patches for something they hadn't earned, especially Scout leaders, right?
