My take on Centennial unit. Unit's don't want tot fill them out. They don't track themselves be these criteria. This is why it took until October for my district to stalk down every unit and get them to fill out the goals and then the next three months to get them to sign off.
National is already making policies that void the Centennial criteria. % trained adults that's 100% in 3 years.
Here is a comment on the Quality unit award from a person in the know…
There has been a national task force working on this exact issue since last summer. The new standards starting in 2011 will be different than Centennial Quality standards, and units will not be asked to set goals. The standards will be spelled out for them to achieve, or not. They will be based upon the key performance indicators of the Boy Scouts of America, and if achieved, will assure that an excellent program was given by that unit. The projected roll out of the new program will be at the National meeting in May.

Training consolidation: I'm ok with consolidation but another session on how to deliver the particular year tiger, wolf, bear would be necessary. Webelos leaders should be expanded to Basic den leadership, Delivering the Activity Badge program, and Webelos to Scout transition sections.
We still have to provide reasons why people left in the online recharter. We however don't let it wait until recharter.
