As what Miss Kris says: "another case of they don't say loops do or don't expire so it's up to your own interpretation." Also, a Pack Committee must have good communication on how things are run within THEIR Pack. Communication and consistancy is key to keeping both the boys and parents happy and with the Pack.
The one thing that I picked up from this budget budget budget and coming up a way to charge the scout accordingly.

"If your work on an activity badge requires you to earn an Academic or Sports belt loop or pin, previous work done as a Tiger Cub or Cub Scout won't work. You must earn the belt loop or pin again while you are a Webelos Scout for it to count toward an activity badge."
So yes, they do "expire" – in the sense that as a Webelos you must earn them again in order for them to count toward Webelos advancement.

Liberty is totally right on the requirement that work done on a beltloop prior to being a Webelos doesn't count if the boy is working towards earning the beltloop for a Webelos Activity Badge requirement.
But the beltloop he may have already earned doesn't expire. He still earned it and he still wears it proudly on his uniform. I think that was the point most were getting at. Once a beltloop has been earned and awarded, it remains on the belt the rest of the time the boy is a Cub Scout – unless he wants to remove it on his own. But nothing requires him to take it off, and while it can (and in some cases for Webelos) must be re-earned, the one he earned first never expires.
