Have a question. At our district commissioners meeting the DE showed up. After the meeting there was a unit commissioner that complained that the DE or Chairman can't be there, that it is a meeting for commissioners only. Is that true? I thought everyone was there to work together so why can't they be there?

Our DE is almost always at our meetings to give us updates and answer questions. The key is that the DC is running the meeting, and the DE is just there to participate. If the DE is taking over the meeting, then there might be a problem.

I envision it this way.

If the DC is unable to  fulfill their responsibilities, it is the DE's job to make sure the job is done until they can find a DC that can fulfill that job.

Just like the Cubmaster is supposed to be ready to fill a den leaders shoes if they can't do the job. OR a Committee Chair is supposed to do  the cubmasters job if they can't /won't.

If my theory is right the DE should be at District level Commissioners meetings  to observe and keep a pulse on the  District.

I have other theories  I could employ, but this is the most pertinent one.

The DE isn't to fill the role, albeit temporarily, of a DC…that would fall onto an ADC. The position is a volunteer, not paid, and not one of the roles of a DE. They can be there, and they can offer advice, ask for help, but in no way are they to take charge or dictate anything that the ADC, UC or RTC should be doing, unless that Commissioner is violating BSA policies, then, the DE can step in.

Each district has the Key 3…the District Chair, the District Commissioner, and the District Executive….and none of these 3 should be assuming the role of the other. It's a system of checks and balances, with no overlapping. That is what assistants are for…

I totally agree with Shawn on this one.  Our DE and/or DD are at the Commissioner Meetings to help with getting the information we need to get things done, but the DC (or one of the ADC's in his absence) are running the show.

Exactly.  Commissioners and the district professional share the wreath of service, so there should be interaction between the two.  But the volunteers (DC or ADCs) are there to run the commissioner meetings and the DE/DD are there to interact.  The District Chair if he or she attends would be there basically as a guest rather than a participant.
