I am in need of some scouting wisdom. We just had a "heated" discussion at our committee meeting about Eagle and Eagle Palm boards of review. the discussion centered around the dating of these events. There are time requirements for the Eagle Palms. And If a scout does not get his BoR at the 3 month mark he may miss out on the opportunity to earn more palms later before his 18th birthday.
We had some very upset people because a scout had to wait 12 days for his BOR that 2 week delay will mean that he can not earn another Palm before he turns 18 (2 months and 2weeks). there were some who thought that the Board of Review should be back dated to accommodate the scout. It was not his fault the proper adults could not be gathered. There were others who had problems with fraudulently dating the paperwork.(a scout is honest)
Has any one else faced this situation? What was your decision. Can a SM conference and board of review for rank (Palm) advancement be held prior to the date then post dated?

The time has nothing to do with when the BoR is…it's the tenure of 3 months active in the troop or patrol….waiting for a BoR doesn't add to the time…there really is no backdating.

If the scout earned his Eagle on 3/31, the first day of his tenure for earning a palm is 4/1…and that ends on 7/1. Assuming that he earned 5 MBs in that time, it doesn't matter when the SM conference or the BoR is. He can start a second 3-month tenure on 7/1, that runs through 10/1…and if he earns 5 more MBs, then he has another palm. As most troops don't do BoRs or SM conferences in the summer, when would you do it? What if the SM is on vacation for 3 weeks and can't be reached? Does the committee have someone else do the SMC? What I am getting at is SMC or BoR is administrative time, not to be counted as tenure time.

The way it was explained to me. Is the tenure starts when the rank is earned. the rank is not earned until the BoR. That is the date that goes into the books. Is this where the thinking is flawed? I am beginning to believe that this might be more of an advancement software issue.

OK.. I will weigh in on this one.
THE SCOUT CAN DO THE BOARD OF REVIEW AFTER HIS 18TH BIRTHDAY!
First of all you are correct in that the Rank is not earned until the BOR is complete. That is the last requirement for completion. You can not get around that. It is what it is.
Second of all, the Troop committee should give its best effort to accommodate the Scout in this endeavor. Most Troops meet weekly (Even in the Summer).. so putting together a three committee member panel should not be this hard.
As long as a member of the panel is on the committee.. you can use parents that are not to sit on the BOR.
I would not "Back date" anything. Once the requirements are met, sit down with the Scout and review the achievement.
A reminder.. the BOR need not be a grilling of the Scout.. it is not a retest, it is a review of what he has accomplished and a way to insure that all the requirements have been met. In the case of Eagle Palms this can literally take 5 minutes.
It is pretty cut and dry, he completed all the requirements. Eagle Palms are NOT Ranks.
Here are the requirements just to refresh memories:

After becoming an Eagle Scout, you may earn Palms by completing the following requirements:

Be active in your troop and patrol for at least 3 months after becoming an Eagle Scout or after the award of your last Palm.
Demonstrate Scout spirit by living the Scout Oath (Promise) and Scout Law in your everyday life.
Make a satisfactory effort to develop and demonstrate leadership ability.
Earn five additional merit badges beyond those required for Eagle or last Palm.*.
Take Part in a Scoutmaster conference.
Complete your board of review.
You may wear only the proper combination of Palms for the number of merit badges you earned beyond the rank of Eagle. The Bronze Palm represents 5 merit badges, the Gold Palm – 10, and the Silver Palm – 15.

*Merit Badges earned any time since becoming a Boy Scout may be used to meet this requirement.

I guess the moral of my story is not to over complicate the matter.
The Short answer is that if he is outside of the window because of age, he still can do the BOR and earn the palm.
The same goes for a Scout that misses earning the Eagle Rank before his 18th B-day. As long as the paper work goes in before the birthday.. he is ok.
