OK.. I will weigh in on this one.
THE SCOUT CAN DO THE BOARD OF REVIEW AFTER HIS 18TH BIRTHDAY!
First of all you are correct in that the Rank is not earned until the BOR is complete. That is the last requirement for completion. You can not get around that. It is what it is.
Second of all, the Troop committee should give its best effort to accommodate the Scout in this endeavor. Most Troops meet weekly (Even in the Summer).. so putting together a three committee member panel should not be this hard.
As long as a member of the panel is on the committee.. you can use parents that are not to sit on the BOR.
I would not "Back date" anything. Once the requirements are met, sit down with the Scout and review the achievement.
A reminder.. the BOR need not be a grilling of the Scout.. it is not a retest, it is a review of what he has accomplished and a way to insure that all the requirements have been met. In the case of Eagle Palms this can literally take 5 minutes.
It is pretty cut and dry, he completed all the requirements. Eagle Palms are NOT Ranks.
Here are the requirements just to refresh memories:
After becoming an Eagle Scout, you may earn Palms by completing the following requirements:
Be active in your troop and patrol for at least 3 months after becoming an Eagle Scout or after the award of your last Palm.
Demonstrate Scout spirit by living the Scout Oath (Promise) and Scout Law in your everyday life.
Make a satisfactory effort to develop and demonstrate leadership ability.
Earn five additional merit badges beyond those required for Eagle or last Palm.*.
Take Part in a Scoutmaster conference.
Complete your board of review.
You may wear only the proper combination of Palms for the number of merit badges you earned beyond the rank of Eagle. The Bronze Palm represents 5 merit badges, the Gold Palm – 10, and the Silver Palm – 15.
*Merit Badges earned any time since becoming a Boy Scout may be used to meet this requirement.
I guess the moral of my story is not to over complicate the matter.
The Short answer is that if he is outside of the window because of age, he still can do the BOR and earn the palm.
The same goes for a Scout that misses earning the Eagle Rank before his 18th B-day. As long as the paper work goes in before the birthday.. he is ok.
