What are the rules about how many boys to a tent?
I am looking at buying new tents for the troop:

First tent is a one man.
Second tent is a 12 person, this tent uses a Rain Fly as the main tent and then off of that are 4 smaller tents (2 or 3 person each).
If we can not use the second tent, WHY?

There's nothing in the Guide to Safe Scouting or anything else I could find about numbers in tents, so it's really your call. Our tents are technically 4 man, about 9'x9', but two large or three small scouts and their gear is all that's really practical. I tend to think that packing more scouts into a larger tent is just an invitation for more late night shenanigans, and more of an opportunity for mixed up gear, etc.

I don't know that there is any limit to the number of boys in a tent. I know that when I was a scout 15 or so years ago, we had a GP Medium tent (Army tent). This was for ALL of our scouts and was the only tent that the scouts set up. It could house well above 12 scouts, more like 20 well comfortably.
The leaders, of course, had separate tents.

A rule of thumb that we use…
If the tent is for scouts, put the number of scouts that the tent is made for minus 1…4 man tent is for 3 scouts, 3 man tent is for 2 scouts…
If the tent is for an adult, 1 person tent is for your pack, 2 person tent is for one + pack, 3 person tent is for one + pack + room to spread out….as a Scoutmaster, I sleep alone and away from everyone…

we use 2 man tents and 2 scouts to a tent (looking at getting larger tents for more room)…
We insist on 2 people minimum to a tent, for safety.
Never really thought about it until this weekend, camping in below 20 degrees and one Scout had medical issues due to his diabites. he woke up his tent mate and he was able to help him out, get him calm and get adult help. Everything turned out OK but what if he awoke in a panic in a 1 man and no one heard…

There are no rules as to how many can be in a tent. The only rule governing tents is who is in them.. no adults with youth unless it is your own son.. then no one else can be in there with you… but your son should be camping with his patrol anyway.
If you are asking what to buy.. then what are you using it for?
If you are seriously considering a 12 person tent than I am assuming the Scouts are not carrying that monster to far.
Get the tent that best meets the needs of the type of camping you do.
Having said that…
My unit owns 6 two man tents. Those tents are for the first year Scouts to use until they get their own tent.
All the Scouts of my troop own their own tent.. typically 1 or 2 person tents. They take better care of them because they own them. We are a backpacking troop therefore their tents are backpacking (weight) tents.
But if you are looking for a rule… stop now, there are none.
