Ok, I know that this is probably a stupid-simple question, but I need some help.
The bear achievement #2 is "Emblems of Faith". I have a boy in my den that received his religious emblem as a wolf. Can I give him credit for it in his bear book since he completed it, ord oes he have to complete it during bear year in order to get credit for it?

Nope…he would have to do #1, Ways We Worship…he already earned the award, and that award, although not a BSA award, can only be earned once. I think that doing #1 is easier than earning the Religious award, for what it's worth.

If the Achievement does NOT say "As a Bear, earn…" why wouldn't it count?
The requirement says earn the religious emblem. He did, requirement complete. The fact that it cannot be earned again (unlike the belt loop in our Webelos example last week) even more reinforces that, it seems.

It doesn't count because BSA policy is that boys cannot work ahead or behind of themselves (rank-wise).

The link above is to the FAQ on national's website in the Cub Scouts FAQ section for leaders. The first two questions regard if boys can work behind or ahead of their current rank and the answer in both cases is no.
Since earning the religious emblem of their faith is a Bear requirement (#2) if they already earned it they could either go through the program a second time or if that is not an option they would have to complete #1 instead.
This also comes up in Webelos and in that book it does say that if the religious emblem was already earned in a previous year or there is no religious emblem for Webelos aged boys they will have to complete one of the other requirements for section 8 (Faith) of their badge.

Depending on what faith you observe, there are different religious emblem programs for different ranks. For Catholic there is Light of Christ (Tiger, Wolf) and Parvuli Dei (Bear, Webelos) – This has been a challenge for our Pack because boys who did want to earn every year would be repeating the same program 2 years in a row.

Each year boys learn the same requirements, but in greater depth. Congrats for the now Bear Cub for earning the Religious Knot as a Wolf. Maybe he could get one of his fellow scouts to earn that knot too?
I do like what Scout Doug points out. That might be something to look at.

Hey Katie…
What denomination is the scout? If he is Roman Catholic, then the work for the award wouldn't count. The cirriculum for the Wolf religious award is different than that cirriculum for the Bear award.
It's better to check with the PRAY organization to find out. You can click on this LINK

He could still reearn the religious knot with the different curriculum, aren't there 4 levels? (There are for my denomination.) I thought that completing the 2nd curriculum got a little pin inside your knot.

Depends on the denomination or faith. For most protestant denominations, it is the God & Country series. There's four levels (God & Me, God & Family, God & Church, God & Life I think), but they're age based. God & Me is 1st – 3rd grade, God & Family is 4th – 6th grade, then 7-9 & 10-12 I think. So if you earned God & Me as a Wolf (2nd grader) it wouldn't count towards the Bear rank but also you wouldn't be able to earn the next level until he was a Webelos.
But that's just one program out of many, your faith's may vary.
