If you were to read in a National publication the following term what ranks do you think it meant?
"All registered Cub Scouts may participate in this activity"

If a boy has filled out paperwork, turned it in and is between 7 and 11 or 1-5 grade, he can participate in the activity.
Usually when this comes to controversy, it means the Tigers were not included.

I would say that all cub scouts are allowed. No restrictions.

What I was actually getting at, is the Tiger program isn't considering Cub Scouts…it's under another division, called Tiger Cub Scouts. That is why there are different guidelines for the Tigers compared to the Wolf, Bear and Webelos dens…no knives, one-to-one parent to scout ratio….hence the sometimes denial of participating in district or council activities.

I would say it depends upon the publication and also upon when the publication came out. Prior to June 2006 Tigers weren't considered full members of the pack. They didn't have to wear the blue uniforms, just the orange t-shirts, and they didn't have to earn Bobcat before Tiger.
The 2006 revision to the Tiger program changed that.
However, national seems to have broken the Cubbing program into three divisions – Tigers, Cubs (Wolf/Bear) and Webelos. So on most things from national, I would probably read "Cub Scouts" as only Wolves and Bears.
However, with talking about registered Cub Scouts in the phrase you used, it should indeed refer to all boys in the Cub Scout program which is Tigers through Webelos.

This is probably best described in context with further information about the specific acitivity or event that you have planned. Then you are able to refer to texts like the G2SS or the Cub Scout Leader Book for clarification. What specifically are you referring to.
I have seen council events where I have been unclear, and I have contacted the council, and they have explained it to me. In those instances, "all cub scouts" included Tigers through Webelos.
