can the webelos den leader act as his councilor?

Where can I get some more information?

I have looked on scouting.org and not found very much info.

I would ask why you need to have a scout endure the Lone Scout Program. I can only speculate, but I will give it a shot.

You won't find a lot on the web, as it's not really something that the BSA would want to profess…the idea goes against what the BSA preaches…."The Cub Scout helps the pack go.
The pack helps the Cub Scout grow"…see? pack, more than one…not being a smart aleck, but you get my point.

It's really not an ideal situation, but I do have a bit of information about it…our pack had to remove a boy from the unit [behavior issues] and the council gave us and the mother the information that she needed. The council rep didn't feel that putting this boy into another pack would solve anything, by the way.

Parent is the leader of the scout, signs off on everything, puts in for advancement on their own and gives awards. There is no unit affiliation, at all. It's parent/guardian and scout, that's it. The adult advances the scout in the same manner as a pack, by grade, using the BSA materials and following the guidelines. There is no unit number…he wears the Lone Scout patch. There is no pack meeting that he attends, no BG dinners or PWD…once again, he is alone.

The only time that I can see that there is a need for a Lone Scout, is if there truly is no other unit within a reasonable distance from a boy's home, or in our case, behaviors that are so out of line, that after many meetings with the parents and council reps, there is no other place for that scout.

[Briefly, this scout's behavior directly resulted in 4-5 boys leaving the program, physical violence to his mother during meetings, and threats to other scouts and leaders. He was removed after an incident where he threatened to "kill the person that upset him and his mother". Meetings with the mom, grandparents, pack leaders and a council rep were held, and documentation from school counselors were brought in. The council said that the only way this boy would stay a registered BSA member would be as a Lone Scout... Definitive proof would be needed before he would be considered for entrance into ANY unit. His former DL offered to coach mom, but no return calls. Needless to say, he is no longer in the program]

Sorry I should have said why I wanted to know….
I have a 5th grader that well be out of the pack in May. He bounces between Mom's house and Dad's house. He is highly motivated boy. There is not a troop very close to us. I was looking for a solicitation so that he could stay in scouts until there is a troop here. I just didn't want this to be something that I saw that wouldn't work for him. Both parents want him to be in shouts but don't want to drive an hour each way. I have to say that I agree with them. I have asked if they would be willing to start a troop and neither of them are in a position to do that. I don't know what other option he has. :(

His situation is pretty much the reason why the Lone Scout program exists – kids that live too far away from their nearest unit to be able to make it out there.. As to who is the Lone Scout counselor, it could be a former den leader if they are willing or it could be the parent (or parents). I would imagine that in most situations it would be the parents (or adult with whom he lives).

I would also suggest you read http://www.directservicebsa.or…..14-420.pdf which gives a really good overview of the program.
