At what point is it just right for a pack to close up shop? 

So far this year - 

I am the 2nd cubmaster,

we have no bear den, wolf den leader is sick and MIA,

we have a part time tiger den leader,

Web1 den leader has a problem showing up to committe meetings,

chairwoman is considering leaving,

almost $150 went missing from the popcorn money because it passed through 5 peoples hands (original treasurer was the first cubmaster's wife)

We have roughly 17 boys total of which 8 are wolves and 3 are Web2 which will be crossing over soon

From the council end you will get the Information that is never right. Of course retaining and starting units is part of the Quality district  criteria and thus part of the DE's pay.

I have personal opinions about  the BSA or Councils focusing too much on numbers of units. 

Starting a unit or keeping a struggling one going takes a special group of people. 

I feel the right way to close down would be to come to a consensus as a pack.

Alert the Unit commissioner or District Commissioner  that overall the parents are just tired and want to move on to another unit. They should be there encouraging you to keep going, but many understand the frustration of feeling stagnant.

Then make sure the boys all get transferred to a another unit.

Not an easy choice to make.  When my oldest signed up as a Tiger a few years ago, we came into a small Pack where pretty much all the top leadership just left – brand new Committee Chair who is a friend of mine and slowly, I took on Assistant CM… only to become the CM 2 weeks later.  Looking back, we were very lucky in that we got the right mix of people to rebuild the Pack, from the parents in general to our Den Leaders to our Unit Commissioner.  We even had a little more leadership turnover the next 2 years – leading us to this year, which I think is our most solid group to date.

Like Garry said, make sure that any decision on folding the Pack comes with mutual understanding from all parents.  Perhaps the gravity of the notion of folding will spark someone else to step up and help out.

One other thought would be that if there are other Packs in your area, to shop them a bit… see which ones might fit the boys in the current unit the best and maybe even "merge" what is left of your Pack into one of the others to keep the boys together (assuming that would be desireable, of course).

From personal experience, you will get extreme pushback if you try and fold or merge the Pack.  When my older son went thru, we were down to 7 active boys – and 4 were in my Webelos den.  I was pushing to merge / move to another local Pack and the resistance was huge.  I pointed out that with that few kids, you can't even earn a team sports belt loop as a Pack, never mind as a den.  The response I got was "See if you can get together with another Pack to do some of those activities." 

"Well, if I'm going to do that, why not just join that Pack?" 

"But your Pack has been around for over 20 years!"

"So what?  I want to do what is best for the Scouts – not the Council."

 We ultimately stayed since none of the other boys in the den would make a decision and my son didn't want to leave his buddies. At the fall rally of our Webelos 2 year, we had 9 Tigers join.  The Pack got up to about 50 kids and is now down to about 20 (with only 1 Wolf).  After seeing and hearing here what other Pack do, I can see how lame our program was/is.  Currently, we have a couple of dads in my Bear den that are really stepping up and getting activities organized – e.g. we are competing in Pushmobile this Saturday.  We have never done this since I came into this Pack.  Why?  Because the leaders were too busy to organize building the cars.

 All of this is a long way of saying you need to be ready for resistance.  Ultimately, you should do what is best for your son – just make sure he has a vote (with veto power).

I can understand your frustration….it's really tough to have to make that call, but you are not alone.

If you care about the program [I know that you do], you will find a way. It's harder than hell to get parents on board, to take ownership of their pack.

Here are some questions that you will have to ask yourself before even proposing it….

1. How will the CO take it? Will they be upset, or indifferent?

2. How will the existing parents take it? If they care, they will step up…if they don't, well, then…*sigh

3. How will the kids take it? This is the big one…and a card that, if played, will need to be done carefully

4. If you shut it down, is there an option for the scouts to go to another unit?

These are just a couple of questions to ponder.

You have a rather large group to be considering folding…when I was a UC, I folded a pack…here is a brief rundown of that….

Unit of 8 scouts, 0 Tigers, 3 Wolves, 4 Bears, 1 WB I….irregular meetings, never doing anything. The CC was ready to retire after 40 years, the CM was also the Wolf leader, 2 moms ran the Bears, no DL for the WB I, no other Committee members at all. CM was unwilling to get training, blamed all his problems on the district/council, never looked for help in the right places. CM's son quit scouts, CM/DL quit pack. There was literally nothing left at all.

Here is where we had fixes already in place.

That pack folded, but there was another pack already in the same school, ours. When I got the call from the CM stating that he was calling it quits, I called the ADC to see what to do. "Well, if they don't have 8, they can't recharter. Do you have any ideas?"

I told him that my wife's pack would take those scouts in [which we did, 4 of them...the others quit] and to fold the other unit.

We had options, and that is what kept some of those kids in scouting.

You have 17 kids, out of that, there has to be something to salvage. It's a tough row to hoe, but at the end of the day, it's all about the scouts, and getting their parents to believe in the program and how as CM, you are going to make the pack go….

Get rid of all the negative stuff….the missing money, the lack of who isn't showing up, the CC leaving…spin that to positive.

1. It's only $150…yes, it's a lot of money, but that can be replaced [contact the Lion's Club or Moose Lodge, they will donate..or your CO and let them know]

2. Who is showing up? The ones who care, that's who…….and use that energy to re-energize you and your unit

3. If the CC leaves, is that a bad thing? To me, sounds like it may be a good thing…she sounds non-committed, non-caring and indifferent…do you need someone like that running your meetings?

Sorry to write such a novel on this topic, and I am making assumptions that you haven't done all that you can do to salvage it. As a former UC, it was my job to save units, not fold them, except when there wasn't anything else that could be done.

Keep us posted on the progress or if you have any more details….
