Hi all

I am new to the forum and have a question. What is the official BSA policy on custom pack neckercheifs at the cub scout level? We really want to emphasize the uniform but alot of our parents are irritated by the whole new neckercheif and hat for every rank level nonsense, and therefore do not buy them. We thought maybe if we had a pack neckercheif we could make everybody happy. Any input would be appreciated.

Well, I think there are two separate issues… what your pack chooses to do and what the official BSA policy is.  The official BSA policy regarding cub scout custom neckerchiefs is stated here.  It seems that Lone Cubs are the exception unless your council chooses to deviate.

I'd also like to point out that what we're really talking about over a 5 year period is $24 a cub for the neckerchiefs, and a separate $16 for the 5 year periodfor the slides. Those together come out to $8 a year.   If it's a hassle for the pack, then you could raise dues by the cost and include it and purchase them for the boys in bulk by the Advancement Chair (or similar person).  We also have a large collection of neckerchiefs that get recycled from year to year too, as they really don't get that much wear, so that's another option.

Now, if the parents feel the uniform is nonsense, then perhaps explaining the purpose of uniform might help.  Do all your leaders wear theirs uniforms?  My Den is completely in uniform (well only about 50% socks), and they behave so much better, and learn so much more, and have lots of pride in their attire.  I never asked them, I just show up in those ill-fitting pants each week with my son in uniform.  They seemed to just figure, if I'd wear those pants…

Em made all good points, and the documentation to back it up. Rank specific neckers for the Cubs…

On the same note, I have 3 boys…but have only bought one necker for each rank. We bought one only one of each rank, and I passed them down to my middle son, and the youngest will get a hand-me-down necker, too….

Troops can have the choice of neckers/no neckers/bolos. Cub packs, not so much.Our troop has picked one of the new BSA Supply Shop neckers, they are the larger ones, which I like a lot more [35" long on the 2 sides, 49 1/2" on the long side...the only thing that irked me was that our original color scheme was discontinued.

Uniforming is only one of the methods of scouting, and a uniform isn't required to participate. But if you and your unit are going to use the uniform as one of the methods, then a full uniform is required.

People trust the uniform...they don't see the boisterous, bubbly child...they see a scout, and the rank necker helps signify that.

Something else to note - any neckerchief slide will work.  We make SO many in Cub Scouts as gathering activities, den projects, etc. that they are never in short supply.  They get lost so easily (at least around here they do) it's almost better not to spring for the "official" slides.  But really, if $16 over 5 years is going to make or break you... *shrug*

I've heard of the policy to have the neckerchiefs become "pack property" and one be provided for each boy by the pack and returned at the end of each rank, but as Emily pointed out, that would mean building that cost into your budget.  Honestly? Once your unit made the initial investment, keeping up on the costs wouldn't be THAT bad, especially if the policy was "if you don't return it at the end of the year, you must purchase a new one," sort of thing.  Unless your pack is growing in leaps and bounds each year, you should only need to buy a handfull (or less?) new ones each year, varying on the growth of your unit.

I have to add, that there are 3 reasons that I can come up with why parents might grumble:

1) It costs too much.

2) It's a hassle to buy.

3) They don't see the reason for doing it.

None of those seem to merit (to me anyways), why a unit would choose to have custom made neckerchiefs.  Paritcularly as you couldn't wear the neckerchiefs with the cub scout shirt, as that would be a branding violation that the BSA would not like, so that might defeat the purpose of trying to uniform the unit.

If the cost is the issue, make the slides yourself. You can use PVC pipe, craft foam, glue & markers and make them for about a buck each.

Also, the last time I checked at the Wolf/Bear level you have the option of buying one slide per year (the red painted wolf logo and the green painted bear logo), or you could buy the blue painted wolf (also generic CS logo) slide that works for both years as a Cub Scout.

Honestly that blue CS logo slide would technically work from Tigers through Webelos, because no matter the rank the're still cub scouts!
