I can safely say that I know the Tiger Cub book forward and back, but I haven't even cracked the cover of the Wolf, Bear or Webelos books yets– I figured I had a few years.
However, I am also accepting the reality that my pack will be moving to Fast Tracks next year, and recall the recommendation that Tigers go to the Police station as they need to travel to the Fire Station as wolves. Can anyone verify this for me, as I am trying to schedule this visit for the November theme. If we're gonna have to go the fire station next year, I'd rather send them to the police station this year. While I love a good fire truck as much as the next grown woman (and certainly not as much as the average 6-7 year old boy), 2 years in a row might be a little dull.
Thoughts, advice, words of wisdom from my experienced and ultra-knowledgable cub leaders? Should I just bite the bullet and buy all of the handbooks now?

Personally, I would only worry about the Tiger program now. Don't worry about future years or future books or future outings.
What I would do when I was a den leader is start prepping for the next year no earlier than spring (after our Blue and Gold). I got the next year's book then and started to familiarize myself with it. Then I would try to catch some training in April or May for the next year (except for the Bear year, which doesn't have its own training). Then I would use the summer break (which our pack did) to plan out the calendar, activities, and the "nitty-gritty" of the program. But until that time I focused only on my current year's program. But that's just what I did, and doesn't necessarily work for everyone.
Another thought about books is that they do revise them every 5 years or so. I'd have to look and see when the last revision was done, but if memory serves me well (which it often doesn't) they've recently revised the Tiger book, and the Webelos was a few years ago. So it could be coming around for revision soon, and the book you get now wouldn't be the one your Webelos would use in a few years.
Just some thoughts…

There isn't anything wrong with buying all of the books at once…the National Supply loves that …
You don't have to do each req per the book, you have the freedom to do what you would like when it comes to finishing the requirement. It's a guideline, not a stone-written rule. If you do things in the spirit of scouting, then that is fine too…
Unless you want to come to my town….we have one of the only Public Safety offices in the country that have Police/Fire/Rescue as one unit…yup, cops need to be EMTs and Firemen…so one visit, and we are done…
Another thing to you may want to look at are the scouts field trips through school…a lot of those trips coincide with ranks in the books…

One thing I remember as a kid, was going to the local police and fire dept. EVERY YEAR.
Unless kids have changed that dramatically, they never get tired of fire trucks and police cars!
Or if you want to change it up… go to a Sheriffs dept. if there's one separate from municipal police. The Sheriffs Dept. headquarters was at the county courthouse, so we did a tour of both.

Maybe I'm biased because of having so many public safety folks in the family, but I don't think you can go to many times.
Even if you go two years in a row to a fire department, you can find ways to change it up. Tigers are mostly up for a tour and show and tell. Maybe the wolves could try to squirt water through the hoses or go on a drill night where they are doing training. Maybe you could arrange a visit to the fire department of an airfield (those are some huge trucks). See if there is a local fire muster with antique trucks. Visit the forest fire fighting section of your local forest service folks. There are lots of ways of changing it around, even if you visit the very same fire station.
Having said all that, don't overthink things. Do what are the requirements at hand. Next year you will have different requirements, boys who are a little older and more mature and potentially different families with different connections. I think you go a little nutso trying to plan too many years at once.
