I hate to hear it as well. Is Melrose suffering from population decline like many other rural areas? Are you seeing parents having to drive to St Cloud or Minneapolis for jobs? Its a sad thing but often the numbers just don't add up to scouting participation. Getting off at 5pm or slightly later with a 40 minute or longer drive, plus dinner often makes you late for any activity. I know that really kept my participation curtailed just 3 years ago. I was barely 15 miles from home but the trip was 45-60 minutes. Now its closer to 30 minutes, yet I often have to eat after scouting and tend to be grumpy on those nights. I'd be willing to bet longer commutes and families going closer to Minneapolis are to blame for the packs lot in life.
Based on 10year old data in a Wiki thread, it looks like scouting is getting 1 – 2% participation in Melrose. I can't find an estimate of participation nationally right now. My schools participation is about 12%, but I have schools close by that can't find 3 boys to participate.
(2000 census reports 797 families in Melrose with roughly 1.96 children per family for 1562 children under 18. Reports 94 Males for every 100 females in county. So roughly 734 Boys under 18 ten years ago. With just a 3 percent drop in population every year you could have 541 or less boys under 18.Troop size plus 3 Cub scouts for 8-10 scouts)
