I think that the Memorandum will be a positive thing for both the BSA and AHG if it is well promoted.
I feel that it is unfortunate that the AHG is an unaligned scouting group. Most scouting organizations are aligned with either the World Order of the Scouting Movement (WOSM) as the BSA are or the World Association of Girl Guides and Girl Scouts (WAGGGS) as the Girl Scouts of the USA(GSUSA) are alligned. Looking at both world organizations on wikipedia, has shown that two groups of scouting can exist in one country and be alligned with either group. or there is one scouting organization in the country and is alligned with one of the world organizations.
Both World organizations are recognized by the United Nations, but the WOSM is recognized as representing scouting to the UN.
Beyond the GSUSA placing an asterisk on God and reverence, there are organizational differences as compared to a pack or troop. There appear to be further underlying differences between the WOSM and WAGGGS that have greatly varied the programs. I have seen references that the WOSM thought these differences were important enough to write a document outlining the differences. The document has been removed from the WOSM website and I am unable to find a copy of it.
What I am about to say is purely speculation on my part. There are both a desire from parents frustrated with the GSUSA, and resistance from those that want boys to have their own activity where they learn to be men and not androgenous. It is currently no secret that the BSA runs two faces to pursue it's goal of character education in America's youth. Those faces would be Learning for Life and the BSA. What if this memorandum betwen the BSA and the AHG was but a first step to placing the full power of the BSA behind a Girl's organization that follows the goals of the BSA and tenets of scouting outlined by the WOSM? Right now the AHG has the issue that it is not well known, It is not available in many locations. The AHG doesn't appear to have a solid national organization that can support more the the Ohio valley area. By becoming part of the BSA, It could have all the benifitsof the BSA we enjoy without interrupting the BSA program. It would boost the sagging membership of the BSA. It would then be aligned with the WOSM. A downside would be it would place the BSA/WOSM in competition with GSUSA/WAGGGS. Is either group ready for that? I can see that it could further poloarize people to the right or left, conservative vs liberal.
But I can see the AHG as part of the BSA, being positive for the BSA, and positive for our youth. Nor do I see a formalized relationship like this memorandum between the BSA and GSUSA.
