This is scout-related but not specific to any program so I'm throwing it down here.  Before I start, please let me say that I don't want this to turn into a debate about whether or not FOS should be supported.  I have my qualms (for example, I have never been in a unit that ever was able to make use of any of our council's scout camps – so why are we supporting the cost of maintaining those camps??) but in the end FOS is a part of scouting.  It is what it is and I accept that.  (Mostly, even if I am mumbling under my breath about it privately to myself.)

So my question:

How do you explain FOS to the parents in your unit(s)? 

How do you pitch it so that it makes sense and is accurate and honest?  I've heard stories through the years of confusion when parents will donate a chunk of change to FOS and then be angry/frustrated because their son's unit is still struggling financially. Parents don't always understand the unit is not directly receiving any FOS funds.

Alright, before I get all ranty and long winded, lemme leave it there.

To answer your question "I don't"…  :)   I tried the FOS pitch 2 years ago.   Talked with the families at B&G… sent the brochure home with the parents… and didn't get a cent.    I'm in that boat with the perpetual Pack financial struggle.  I'm scraping to have the unit break even each year.    I can't effectively promote the district needs when my fundraisers fall flat.  

 

My unfruitful FOS talk must have alarmed the District FOS folks that year.  They offered to send a FOS rep late in the year to speak again.   Looking at the results, I think 3 of 20 families donated something token… and I donated $200 in the name of my unit to get the District to stop calling me.

 

This year is another tale.   I'm a burned out, 5th year CM with just a paper commitee.  So this winter, the FOS folks come calling & emailing non-stop.   I tell them I have bigger concerns.   I've got a pack checkbook in the red…  and recharter up in the air.    How well would this Pack meeting agenda go?

1) FOS

2) Recharter Dues

3) "Who wants to run this outfit" next year? (better save this for AFTER the money is collected, eh?)

 

In all seriousness… I'm venting here.  I'm as positive as can be at the meetings and I don't let the boys see my frustrations.   I'm even bowing to the needs of the district by giving FOS the right of way at the B&G.   I'm going to recharter myself as CM to finish the school year… then I'm done.  I know many here would advise against that, but I see no other way in my situation.   They'll need to have a parent meeting in the fall to get their new leadership and basically reboot this pack.  

 

(And I'll try to get recharter out of spring popcorn.)

In our council they train volunteers in each district to be FOS Presenters and then the DE/DD will work with each unit to schedule a FOS presentation (usually at a Court of Honor or Blue & Gold) annually. They get to explain what it is for.

If parents ask me personally, I tell them it is money donated to council that helps them deliver a Scouting program to all the districts and units, including keeping all the camping properties maintained as well as general day-to-day operations.

This year's FOS brochure now has been changed that allows people to designate which area they want their FOS donations to go – scouterships, program, camps, etc. Interesting thought but I'm wondering if it will result in more funds than necessary going to one area while a less popular but important area gets underfunded.
