Hi all,

I've been an instructor at our local council's University of Scouting for about five years now covering various courses. The last two years I've taught the Campfire Program Planning course, last year with a fellow leader from my unit. He and I plan the campfires for our unit and we also plan and run the campfire for our fall district cub-o-ree (about 1,000 participants). We'll be teaching that course again this year.

Anyhoo, the dean of the UoS this year asked if anything had any new course suggestions. My friend and I also have a lot of in depth knowledge of unit finances since over the last few years we've both been either Treasurer (or Acting Treasurer), Fundraising Chair (him), Popcorn Kernel (both of us) and been a part of the pack for multiple types of finance structures and helped build the one we have now (me). So we volunteered to teach a 2-session (about an hour and 45 minutes) course on Unit Finances (will be generic to cover packs, troops & crews alike).

Now we have to write the course! So if you were attending this course, what would you want to have included?

Finally catching up on everything since August 27, so this may be too late, but I would want to hear:

  • A discussion of personal accounts;
  • A discussion of banks (fees, limitations, etc);
  • About the different financial structures you can have;
  • Options for the treatment of fundraising funds (does the Scout get all he raises into the PA or does the unit get a piece);
  • How to determine how much the unit should have in the bank – Do you try and keep $x per registered Scout in the war chest?
  • How to handle a unit running low on funds;
  • How to address “excess funds” in a unit and what constitutes “excess funds”?
  • Budgeting. Do you target a set amount you expect to spend per Scout and try and get to that point via dues?
  • Reimbursement policies. Are drivers reimbursed for gas and how is it calculated? We reimburse x cents per mile per Scout, but will not reimburse if you only take your own Scout. Driver pulling trailer gets x cents per mile for the trailer.
  • Scout-ships. How do handle a Scout who can’t quite afford to pay his own way. What if the only indication is that the PA drops to zero or negative?
  • How much should you budget for equipment replacement? Is it based on headcount, history, SWAG or a combination?
