Maybe a little of both.
I broke down the pack leadership into three key areas. Cubmaster Corps. (Cubmaster and Assistant Cubmasters), Den Leadership (Den Leader and Assistant Den Leaders for all age groups Tiger through Webelos and Den Chiefs), and Pack Committee (Committee Chair, Charter Org Rep, Pack Trainer and all Committee Members both titled and untitled).
The surveys would be too technical for most Cub Scouts, but I could definitely see value for having the youth complete them in a Troop, Team, Crew or Ship environment.
I think with whether to just have the other leadership or the families and leadership complete them could be argued either way. When you look at some of the responsibilities as listed on the position descriptions, much of it is stuff that isn't seen by the families at large so it wouldn't be a very valid answer to have the non-leader adults evaluate items such as "the cubmaster maintains a good relationship with all area boy scout troops." But for something such as "the cubmaster maintains a good relationship with all the boys and their families and encourages them to participate in all activities" would be better answered by the families.
Maybe it would be ideal to do two surveys per area, one that is asking about items that are seen externally by the families and one that covers the behind the scenes stuff seen more by the leadership?
